Reprisal Defined:

Taking (or threatening to take) an unfavorable personnel action (or threatening to withhold) a favorable personnel action for making (or preparing to make) a protected communication.

In other words…

You “threw me under the bus” and now I’m gonna get you for it...

Protected Communication Defined:

1. Any lawful communication made to a Member of Congress (MC) or an Inspector General (IG).

2. A communication in which a member of the Armed Forces communicates info that the member reasonably believes provides evidence of a violation of law or regulation such as sexual harassment or unlawful discrimination, gross mismanagement, a gross waste of funds or other resources, an abuse of authority, or a substantial and specific danger to public health or safety when such communication is made to any of the following:

A. Member of Congress; IG; member of a DoD audit, inspection, investigation, or law enforcement agency.

B. Chain of command: Defined as Commander, Safety Officer, Boss Hotline, etc; Does not include CSM, CoS, XO etc. Any other person of organization designated in accordance with regulations or other established procedures to receive such communication.

C. When concerned with violations of regulations or law, gross mismanagement, abuse of authority, gross waste of funds/resources, substantial danger to public health or safety
